The Parish Council
is required to produce a publication scheme for information
availability under the above act. Accordingly be it known
that the Core Classes have been adopted by the Parish Council
as follows:-
CLASS 1. COUNCIL INTERNAL PRACTICE AND PROCEDURE
a) Agendas and supporting papers for council, committee and
committee meetings for any forthcoming meeting is available
for inspection at Slough Central Library, Parish Council Notice
Boards or by application to the Parish Clerk. Meetings are
normally held at the Village Hall Colnbrook as follows:-
2nd Tuesday Each Month - Council Meetings
(Public invited to address the Parish Council as per public
session item time on the Agendas).
3rd Tuesday Each Month - Finance Committee Meeting followed
by Policy Committee Meeting. (Public invited to observe).
4th Tuesday Each Month - Service Committee Meeting. (Public
invited to observe).
NB There is a recess in the month of August and December.
b) Terms of References for Committees.
Policy Committee - To consider and make recommendations to
Council with regard to matters affecting the policy of the
Parish Council either to vary existing policy in the light
of changing circumstances or to establish a policy where one
does not exist.
c) Finance Committee - To make recommendations to Council
on all financial matters including budgets, precepts, grants,
all income and expenditure recommendations from other committees
and to provide finance information in conjunction with the
Finance Officer, the Internal auditor or the Audit Commission
Representatives.
d) Services Committee - To make recommendations and to monitor
the 'working' of contracts planning items and other matters
relating to the practicality of services to the community.
e) The Emergency Committee - Acts in lieu of the Council to
take decisions where the Clerk in consultation with the Chairpersons
of the Council, Finance Committee and Policy/Services Committee
or in their absence their Vice-Chair to action matters which
the Clerk considers cannot, due to reasons of urgency wait
until the next meeting of the Committee and/or Council as
the case may be.

CLASS 2. CODE OF CONDUCT (SEE APPENDIX 2).
Colnbrook with Poyle Parish Council has adopted the National
Code of Conduct unaltered. The member's declarations of Acceptance
of Office, the Register of Interests or the Register of Members
Interest Book may be viewed by arrangement with the Parish
Clerk or the monitoring Officer at Slough Borough Council.
CLASS 3. PERIODIC ELECTORAL REVIEW.
Carried out by Slough Borough Council. Last reviewed in conjunction
with the National Review in 2001.
CLASS 4. EMPLOYMENT PRACTICE AND PROCEDURES.
There is currently only one employee whose contract of employment
is based upon the National Association of Local Councils terms
of reference. Should others be employed their contracts etc.
will also be based upon the National Agreement.
CLASS 5. PLANNING DOCUMENTS.
All responses to planning applications are contained within
the various committee and council minutes published by the
Parish Council.
The Parish Council produced a Parish Plan in September 1996
after conducting a comprehensive public survey. (This may
be viewed by arrangement with the Parish Clerk).
The Conservation Area survey and documentation may be inspected
by application to Slough Borough Council.
CLASS 6. AUDIT & ACCOUNTS
All the functions and financial transactions of the Parish
Council are subject to Government Audit under the Auspices
of the Audit Commission. The current external auditors are
Hacker and Young, St. Alphage House, 2 Fore Street, London
EC2Y 5DH. Telephone 020 7216 4600 and the current internal
auditor may be contacted through the Parish Council councillors
or Parish Clerk. On publication of the notice of audit a parishioner
may on application to the Clerk in accordance with said notice
view:-

(iii) Receipt/Payments books and Back Statements (Limited
to the last financial year)
(iv) Precept Decisions (Limited to the last financial year)
